- This report
includes interviews with medical professionals taking
part in a Minnesota quality improvement collaborative,
former Harkness Fellow Elizabeth Davies, Ph.D., and Harvard
Medical School researcher Paul D. Cleary, Ph.D., uncovered
numerous barriers to the effective use of patient survey
data. As reported in the Fund-supported study, these include
the lack of a quality improvement infrastructure, competing
pressures created by financial priorities, skeptical or
defensive attitudes of staff, and long delays from data
collection to analysis and feedback.
- A
new Commonwealth Fund report finds that although state
Medicaid agencies typically work with external quality
review organizations to assess the quality of health care
they provide, only a handful of states are using these
organizations to improve the quality of preventive and
developmental services.

baseline views of the quality of health care. The report
presents data on the quality of services for seven clinical
conditions, including cancer, diabetes, end-stage renal
