EPSDT: Supporting Children with Disabilities
HSRI, recently completed a booklet entitled, "EPSDT: Supporting Children with Disabilities", which was developed as a user-friendly resource to help families, advocates and others better understand EPSDT services.

This booklet describes EPSDT, its components, eligibility, access, services, immigration issues, grievance and appeals procedures, and more. We are in the process now, of mailing the booklets out to all of our family support program contacts.The booklet is free to print and distribute. Partnership Develops State-Specific EPSDT Training and Resources
The Bright Futures EPSDT Distance Education Project at Georgetown provides state-specific online training and resources for health professionals who offer services to Medicaid-eligible children and adolescents. Project staff are currently working with the District of Columbia's Medical Assistance Administration to develop an Early and Periodic Screening, Diagnostic and Treatment program (EPSDT) curriculum for DC's primary care health professionals. The curriculum will provide detailed information about the appropriate periodicity, preventive care, and documentation for each well-child visit. The project components include (1) an online curriculum that meets national standards and state-specific needs of Medicaid providers and populations; (2) a health supervision framework that incorporates EPSDT requirements with state periodicity schedules, Medicaid provider manuals, and resource materials; (3) an opportunity for health professionals to earn continuing medical education credits; and (4) access to additional online resources such as the current recommended immunization schedule, Centers for Disease Control and Prevention growth charts, and state-specific EPSDT contact information. The Centers for Medicare and Medicaid Services Web site provides information and resources on the Early and Periodic Screening, Diagnostic, and Treatment service - Medicaid's comprehensive and preventive child health program for individuals under the age of 21.

Enhancing Child Development Services in Medicaid Managed Care: A Best Clinical and Administrative Practices Toolkit
This toolkit chronicles the experiences of 11 Medicaid managed care organizations in piloting activities to improve early childhood screening and anticipatory guidance, with an emphasis on preventive pediatric care. The toolkit, produced by the Center for Health Care Strategies, Inc., highlights strategies used to improve the delivery of early childhood development services, including early identification of developmental disabilities, improving outreach to members, enhancing provider partnerships, improving reimbursement and referral practices, and recognizing potential returns on investment. Case studies illustrate how individual plans applied the Best Clinical and Administrative Practices Quality Framework to improve developmental services for children from birth to age 3. The toolkit is intended for use by health plans, states, and other stakeholders in gleaning ideas on how to systematically enhance the effectiveness of early childhood development screening and services. Guide to Clinical Preventive Services 2005
The guide includes recommendations for preventives services, which include screening tests, counseling, and preventive medications for adults and children in the primary care setting.

Individuals with chronic health conditions and disabilities sometimes do not get the screening and preventive health services that are provided to those without ongoing health care needs.
